@ ALL Kindly tell me what if I pay a visit to Winnipeg, Manitoba and interact with one of the officers regarding my case. It's written in their own kit that if the applicant comes at their office they can examine his/her language ability.

The problem with submitting a new case from scratch is that it will take another 2 years of mine because it's not an online application. My case was in General stream. No one wants to waste another 2 years of his life if they already wasted 2 years before.

That's the main point here my friend. And this is the reason why I didn't submitted an IELTS result. But look what the heck they did to me. I call this a serious discrimination.

Yes it was required at the time when I was submitting my case in the MPNPKIT09, But I didn't submitted it because I was a US resident, did my degree from there and worked there for more than 10 years.
