If the submission is "not eligible" you can't delete it , you have to submit another EE request within the same user profile , the tab of "express entry" will appear again , just logout and login again and you can submit another request. Don't ever create a new login.

Even getting ITA does not grant you the right to work in canada, the first official step is the PR, so till then you have either to get a work permit to be able to work (considering LMIA) or extend your visitor visa and also you won't be able to work.

Yes for sure you can create your EE right away , and then you can add ECA and the IELTS , also if you obtained any degree after creating the EE , you can add it easily.

Are both NOC for the same duration, i mean your job responsibilities match both NOCs for the same period ?
