How did you manage to reach CIC on the phone from outside Canada?

That's very short. Is the toll-free number 1-888-242-2100? I've been calling outside Canada 1-613-944-4000 with no luck. There's an "Application Number" (is that the one?) and a "Unique Client Identifier."

Can someone tell me how to call CIC outside of Canada and get through a real person? I'm constantly getting "we are experiencing a high number of calls and are unable to connect you" after 10 minutes of pressing numbers on a keypad to finally reach the option of speaking to an agent.
