Hello Wendy, as already stated above, PEI DOES NOT publish in demand NOC like other provinces do. They will ONLY contact applicants if they're NOC is in demand. Nobody knows which NOC will be in demand. Please visit immigratepei.ca website for more details.

No, I don't have a job from PEI employer and I don't think its mandatory unless if your NOC is NOT in demand. If they are looking to take candidates with specific NOC, then they will contact the applicant.

One of my friend who sent EOI for the same NOC got an automated reply saying they are not interested with 2171 now. However, you can always send an EOI to them and they have it in their database. Once they open up for 2171, they might contact you.
