Someone I know had similar case, but not engineering. It really depends on equivalancy of your particular degree/diploma. In the case I know, 12+diploma+admission in second year of bachelor degree based on diploma led to ECA evaluation equal to one four year bachelor degree.

It can only be done after successful submission of EE profile, so ECA is first step.

Without ECA certificate number, profile gets auto rejected. I have tried and tested it.
