That could be because the applicant needs to land in Canada before their medical expires. As you have less than 2 months left, even if LVO makes descision within the next 4 weeks, the applicant will have only a few days left to come to Canada. So they ask for remdical so you have don't have to...

A lot of people are getting PPR within 10 days of Pre-arrival so if anyone is still waiting for pre-arrival while at month 10 or 11, they still have a lot of time to be under the 12 month limit. A lot of Feb/March/April applicants still have not heard anything from LVO but I think most of them...
