How can one Land when he is in Canada far away from border with US?

I received my medical request on 19 March 2014; and my eCAS shows "We received your application for permanent residence on August 27, 2013." This is really confusing .... ehhhhh :'(

Guys, Can anyone answer this please. Can I say that receiving medical request means that the process is at a stage where MR results and RPRF are needed to issue CoPR? or the VO is still performing the eligibility checks etc. Also, what is PPR?
