Hello bugsbong did u check the cic website We are in the same boat, but according to their page expired medical can be extended by visa office for another year if your application has been done before it reach 15months of processing... Hope this will enlighten you on your queries good day...

I suggest to use a courier service to send it in the Philippines like FedX,LBC,etc..
