Should one submit a temporary residence visa application for their spouse in-spite of submitting an outland spousal sponsorship visa application?

My wife has been approved for a 4 year TRV visa. What does this mean? That she can enter Canada for 6 months, leave, re enter and stay for another 6 months and repeat? Also can the time she spends in Canada while staying and living in Canada, can it count towards her Permanent Residency?

She lives with her parents, she has a few private individual bank accounts back home and a joint bank account with me back home in Pakistan.

    MARCH 2020 *Outland* Spousal Sponsorship

March 30th applicant and still no AOR yet. I am now wondering whether it was a mistake to submit the application myself and whether hiring an expensive, reputable immigration lawyer no matter how much the cost would have made a difference?
