Just hang up the phone with CIC Apparently they merged me and my wife's applications into one. Since we both passed test separately, they are just waiting for the next available oath ceremony to place us in. CIC Agent also told me GTA area is usually slower....large population..

Interesting, our applications were processed pretty fast in Scarborough office, AOR to test invite in 23 days in my case. They even rescheduled our tests way faster than we thought.

You should be able to obtain the official transcript from your college. I believe official transcript counted as language proof too.
