I am not sure u got him right... since u have got a CSQ, this means you have been selected and moved on into the federal stage. Our files are now the responsibility of federal.... I do not think that quebec would ask federal to hold up applications, while they are currently granting CSQs Ur...

Hi, You should indeed acquire a CSQ for adding up a family member and pay fees for MIFI and then you have to update some forms to add up the new member at IRCC and pay up the fees. Good Luck

Same here, I have started this rough journey in Nov 2015 and received the CSQ on Nov 2018. I am into my 25th Month and no MR yet. Even if we receive the medical request, it does not mean our applications will be processed faster.... I do not want to sound negative, but I do not think outland...

That is possible,,,, outland applicants are being treated as expendables..... Did you receive pre-arrival letter? Try calling them asking for any update? Order GCMS notes. Gd luck....

A friend of mine got an invitation to apply for the PR for an express entry program in June 2020 and he just received the COPR. Its only 6-7 months... He just called me like right now and I was really happy for him, however I do feel down a bit as am not sure why IRCC is like pushing QSW...
