I think he's trying to state that some of these job experiences are gotten with little or no qualifications outside US, and this makes some of these immigrants unemployable in Canada.

I am not against it, just pointing out that the government will keep making changes to the selection criteria. I guess the point you made is one of the reasons priority is given to french language result.

Did you see the recent recognition given to job experience from USA? Guess my statement makes more sense now
