because CIC is working on June applications as of now. Not sure what will be the completed application count by start of Oct. But looking at the application increase rate. it looks safe till oct end. Situation will be more clear as CIC starts Sep Applications.

You'll get file number only when you get PER email/document. As i said... it takes 90-120 days to hear about application acceptance (in form of PER) or rejection for any reason. PER is not a guarantee to visa. It'll be assessed by your VO for eligibility etc. Read above as there is complete...
