Shikta.. Yes, the PCC is valid for 6 months only when applied from the country in which you currently reside. However, if an Indian living in US and have PCC issued from Indian consulate, then it's validity will stretch beyond 6 months.

My application was delivered to FBI on 15th June but credit card was charged yesterday. I understand that FBI PCC becomes invalid if I enter US after receiving it. How about a layover at one of the airports while traveling to another country?

You should apply for visa at least 2 months in advance or you should have mentioned that you will be traveling sometime in Sept and it doesn't matter even if you leave the very next day after receiving your visa.
