IDK why, but many times on the forum I see people saying that CIC calculates processing time starting from Meds passed date or R10 completion date, or some other date whereas the related Help Center article clearly states that the AOR date is when the counting begins...

Well, there are two stages in Eligibility. When an agent thinks it's all ok, they make it as Recommended pass. Then, during the BG check an officer makes the final decision. But maybe in your case, it was just the choice of words of the operator you spoke to.
