If new Ministerial Instructions are not issued before July 1, 2012, the current cap of 10,000 new applications will re-set on that date. does it mean that if ever, the same category will be opened?

hello to all! how will we able to know if the slots for engineers are already filled up or for this kind of job in applying for skilled migrants? my friend, chemical engineer was advised not to apply by his consultant because it was already closed. he should apply as laboratory technician...
