Affirmative Yes. Quickest example - My friend in US submitted the application on 15th Aug, sent his passports in 1st week of Sept and got his COPR on 1st or 2nd Oct Another one in India too got his COPR in Sept - took around 2 months for him.

Thanks Mason, but I doubt Ottawa is backlogged as I know people who applied before, with and after me and all have got their passports back as well ( duration range was in between 1 month and 4 months for them). I guess it is purely on the VO's mood and attitude. But it is atleast reassuring...
