It depends on the document in question. For example you need to notarize the copy of your degree certificate even if it was obtained from a Canadian institution. What needs to be notarize is clearly stated in the application guide/checklist.

What you need to include in your application package are explained in the application guide. As for the IELTS score, yes you need to include them.

Why do you think that things are going to change with AINP? I am yet to see anybody provide a link to the source of this topic.
