Only thing i recognize from your query is $85. Which is the equal amount for individual Bio metric fee...May be you dont need bio metric and thats why they return $85

The sticker they put after the bio metric completion at local VFS....There is a item which is called CIC Number, which is written as N/A. Should not they put the IRCC No. there? Any thought?
