Your EE points are too low to apply thru federal. If provincial, check online how to submit one. But it may end up paper application. So provincial then federal then get PR. PNP can decide if u r qualified for EE.

Provincial do not give you PR status. Everything need to go thru federal. Because of his job, I guess, he is not qualified to apply thru EE.

I think is both. EE is for federal. Provincial usually asked that too. When you prepare documents, they will gave a checklists.

U will get AOR if you have completed the application correctly. If anything missing, ircc will return the package to you to do it again. I waiting bout 3 months or so for AOR, then another 8 months or so before next instructions. Doing up front may cause loss of time. Medical upfront only valid...

you cannot justify its approval. Once you change job, just work on the job for long till everything done. And again if you change job, you need to ask permission ahead before you do so. Any updates can cause reassessment n take longer time to get your approval. So be careful. But always...
