Nope she got her sponsorship done in that time, Thats why its puzzling. Sorry for 2 many questions we are just frustrated now. I have been waiting for her as I have to go for a surgery. She cant even come on temp or tourist visa as she doesnt have her passport.

Thanks for your reply. I heard somewhere that they give preference to Citizens. I am a PR an living in Canada for about 5 years now. I know someone, she submitted her passport two weeks after my wife and already got her passport with Visa.
