The procedure has changed since you imported your car, I believe. The change was sometime last fall. I cannot remember the details around it, but now you do need a broker (I will try to dig up the thread on this...)

Right, you can leave tax-deferred accounts like IRA/401K where they are and you can do whatever you did before, but after-tax accounts (any investment accounts) are supposed to be different. What are you doing with them? Have you tried changing your address to a Canadian address yet?
