I don’t think there is any time limit. You can always withdraw it before getting a final decision.

Compete application submitted on 6th March along with biometrics and medical. Got AIP on 16th Aug and waiting after that.

You can refund your GIC by logging into your GIC account and applying for refund and yeah UK would be a better option for now many people are choosing it over Canada.
