Oh I wasn't too sure about pgwp visa so maybe only applies to people who doesn't have that type of visa. But its in their job offer form in the Recruitment summary section. Whenever I asked for advice in this section they've mentioned the effort of recruitment must be more than 14 days.

Yes its a requirement and your employer must write what efforts they did to hire a Canadian and the reasoning behind why they needed to hire a foreign worker. Sometimes they ask for proof which will be like their ads and etc.
Exactly, when I saw other people's timeline it was relatively quick so i thought i would've gotten an answer within a month it's been a painful wait. I didn't know people were getting denied because of that reason. (that scares me!) I guess all I can do is wait. I just need an answer from them...

same here I've applied under tech pilot on feb, the status is in process. there are people who applied early jan under tech pilot and still in process status i think its going to take at least month or two for me to hear from them
