Did you submit your police clearance to them? If you already submitted then I think no need to do new PCC or VO will inform you if they need new one.

Actually this is specially for the Quebec province, Canada. It needs only for the applicants who are processing their file from Quebec. And this decision was made by the provincial immigration office i.e. Quebec immigration office.

It depends actually. In our case it has taken 12 days after getting the file transfer e-mail. Some people never get the AOR2. But the changes in ECAS means your file is processing in VO.
