If you have a degree or diploma from 1 year post graduation from Canada, that´s enough. You put Yes to the profile question you mentioned and nothing else to do with ECA. But....if you don´t have a degree or diploma from Canada, then you have to do the assessment for your foreigner degree !!!!!

As far as I see when I enter my profile, when entering data for IELTS it only shows option General Training.
My suggestion, select General Training and enter your info as from current results.
And do the General Training later.
To share my experience with you, is that i became ineligible but in the previous profile I entered 11,500 cad that I had a the time, but now the quantity needed is no less than 12,000. So my profile became ineligible but gave me chance to entered a NEW profile. Such I did, only thing I don´t...
In my case, my funds were 11,500 and so became ineligible. I had to create a new express entry profile and unlike first time it didn´t appear approved at once but told me to wait 24 hours to see points reflected...will see :'(
