They would have checked those conditions while issuing written authorisation. Any link where someone had issues with valid copr and written authorisation.

I am assuming this letter is for your wife and kid. Letter for you should say approved. Your wife and kid might not qualify as per the definition of extended family member. If they have approved your travel Why don't you travel alone initially that will complete your landing formalities and...

Is webform the right process ? https://www.canada.ca/en/immigration-refugees-citizenship/services/coronavirus-covid19/visitors/immediate-family.html#authorization link say it is for people with eTA or people who need eTA. Indian's are not eligible for eTA. shouldn't the process be the last one ?

Ok so they did NOT say COPR holders are not eligible for this exception. All they said was they are not convinced with the relationship proof. Which looks odd with the documented proof mentioned. hmmm
