You will get your PER first and cone your documents transfer to the VO. The VO will request for the PCC and any other documents they might need to verify

Both are okay , The first one is preferable if you are using courier because most courier companies might not deliver to a P.O.Box. The second one can be used when sending through regular post office mail.

If you can recall your package , do , at least for the peace of mind. I was able to recall my package ( after seeing rejection on forum due to failure to charge CC , I changed mode of payment to DD from CC) from fedex even though it had arrived at canada but had not gotten to CIO . So call...
