The wait could be anywhere from 1 week to 3-4 months. My wife has already done her remedical & it's been nearly 3 weeks now since her e-cas has shown IN PROCESS & Remedical has been received.

From my understanding, NDVO forwards files to Chandigarh if the applicant lives near the area and thus would be closer for the applicant to visit Chandigarh as oppose to making a trip further to New Delhi. It would only make sense if that is the case.

Going back to India to visit your spouse doesn't put any complications to your PR process, infact, it does the opposite, you can use the proof of you visiting your spouse post-marriage in India as evidence that your relationship is genuine.

My wife's e-cas status is now "In Process". Considering her remedical is being processed in Chandigarh, hopefully we get to hear some good news real soon.
