I don't think it is true. Even the cic website says that the 12 months processing time includes Sponsor Approval. And if you look at the trend, most applications have been completed within 12 months from the date of Application Received. You could apply for your GCMS notes to get more clarity...

I have similar timeline as you. Same AOR2 date and also got the email from cic on January 16. Hopefully we will hear something this month or in June. We got no option but to wait patiently.
