Good News, I just called CIC and found out my application was approved through the automated system. Hopefully the information there is correct.

Congrats, I am curious to know if you already got or will get an email notification about the approval. I am also Sept 28, I wasn't able to link my application so email is the way to know if it got approved or by calling CIC.

It will be a different application number for PR and OWP, you can just call IRCC and they will give it to you. I did the same, called them and got my application number which gave me peace of mind that they have received the application and are working on it.

Dont worry I wasn't able to link mine either. Just call them they will give your work permit application number for your peace of mind. But you should probably have urs approved in next few days anyway.
