For you to have clb 9 you need to score 9 in all components in celpip whereas, you only need to score an 8 in listening and a minimum of 7 in the rest for you to have clb...

Yes you can print your letter in coloured and use it to apply, you don't need to wait for mail. For your other questions, check CIC website, you will see checklist of what to provide. Good luck.

Yeah you're correct, I wouldn't put much hope on Friday either considering the number of draws they've had this month, May 3rd is my sure bet.

With the new 2016 report I just read, my hope is renewed.

And I think you will soon get there with the way things are going, though some people are saying score will not go below 400 but I am of the opinion that it will definitely fall.

If you try to do ielts again and score 7 in W, 8 in L, it will boost your mark to over 400.

Some people are just selfish thinking they are better than everyone. The fact that some people have low score doesn't mean they are incompetent, this occurs for a number if reasons best known to them.
