Actually we have seen cases rejected because of this reason. So, its absolutely essential to send either a new application (in case you have Second IELTS original) with explanation why you are sending another app. Or second option is to send just the degree certificate and send a cover letter...

He is not talking about application fees. He is refering to RPRF fee which needs to be paid while submitting medicals. And online is the best and easiest way.
