May i ask you if your ECAS has been changed to closed application? I have same timeline and they have received my mail on sep 30th. My Ecas shows 'decision made' now.

Is it normal to take that long to get passport back? You must be not from visa exempt country I guess, right?

At first you need to wait, then it will tell you to choose later. At first we understand blahblah, you just need to wait to be directed to choose the number. 1-1-3-1 and if it says we are unable,,, then there is no way other than calling again. I tried three times and was able to talk with CIC

I found out ECAS was last modified 9 25 2016 but no decision has been made yet. And i got an answer from case enquiry IRCC and the answer was my application is still in process so just wait... Congrats on those who got ppr recently!!! When do june applicants get their ppr though?
