There is no comparison at all. Emirates is all the way. one might prefer PIA based only one factor which is Direct flight from your base town.

There are only two lines on my Ecas. We received your application on...... Medical Results received ..... Medical line appeared after 15 days. In my opinion every visa officer has different pattern of working. Sometimes your case is also unique one like mine.

Scylla is right. CIC will send back your complete file will Fee including a covering letter mentioning that quota have been reached. They will also issue a UCI(Universal Client Identification) code written on your application. You will mention this code on new application in future if any. Regards
