I called CIC last week after I noticed the new rule of BOWP, the person in phone said the eligibility not started yet and I should wait. As you mentioned, if CIC send the refusal letter, I still have time to apply for the restoration of status as temporary resident and I dont need to leave...

Really!!?? Congrats. How come I receive nothing but ghost email.. How does it show on your MyCIC accounts? Mine shows submitted, and if I click in, it says a final decision has been reached: not start.. What does your email say when it got approved..?

I received "ghost email" said there is update on the application but nothing update actually.. I check the processing time, for online application, they process on July app. I applied on Aug 25.. Thank you for your information.
