That's correct kvn... Level of Education counts.. But Education in Canada doesn't count... i.e. Masters from Canada or Masters from any other part of the world will fetch you the same points..!! Hope it clears the air....

Firstly, you cannot claim the remaining 600 points (job offer) unless you get a LMIA from the employer after Jan, 2015 (whether the job is LMO or ICT doesn't matter after Jan,15) Secondly, keeping in mind.. under the CEC category, there will not be too much of competition, and if luck permits...
