Dont focus on pre arrival bec it wont make any difference. You just have to make sure everything else goes smooth. So dont worry about pre arrival letter you will get it once you pass eligibility

Not personally but i have seen people over here who got PPR without pre arrival letter. When i called CIC as per them 80% of people do get pre arrival.
