That's their own discretion. But they're eventually going to ask for it, no way around.

You have to specifically send ECA to OINP by making a request to WES and accordingly paying their fees. If you're confused, you might've missed it. They are going to request you for that additional document.

Nope. That doesn't work here mate. You need to send an ECA specifically for OINP. I'm unable to understand why you haven't received an email for deficiency as yet. Your file incomplete. So after so much wait, all your going to get is an Additional Document Request. I hope you haven't missed one...
