Point system for EE has not been declared yet so nobody is clear about that till now, You may take IELTS again which has validity for 1 Year from British Council but 2 year for canadian immigration purpose.

Currently an applicant have to wait more or less 3 years to get a visa (with a valid job offer from canada and processing center at singapore); if they can wait 3 years now, then why six months would be a problem?

I have studied on cic web and other sources and also understood the same thing "EE isn't going to run parallel" but there is a different scope for provincial nomination for being parallel.

This is not possible under new system in your case because under new system initial application is to be submitted online only.
