I believe there's different department that handles. It's easy to get refund if you email to PRMS-SIGPR@cic.gc.ca with list below Current Address: Receipt Number: Date of Payment: Amount Paid: The reason for the refund: depends how you paid, You'll get paid within 6 weeks by cheque

I'm not sure. I thought it's what you get from Visa office as acknowledgement that they received the file.

Hi What's the difference between "We start Processing your application on 10/20/2017 and In Process in Ecas PA section? the reason I'm asking my application was In Process for weeks and now I got that message. I'm still waiting for A0R3 from VO
