No they don't. RCMP is royal mount Canadian police. when they ask for rcmp i.e PCC for Canada. It contains your photo and finger prints record with criminal history in Canada

No not for everyone.. But, in recent scenario people are uploading it upfront. So, your Visa officer wants one, you don't waste 14-15 days..

For biometrics, you have to cross the border. Or I think you can do flagpoling.

Most of the times, Inland applicants are not asked for Biometrics. But, there are exceptions.

Just went there and said wanted to do PCC for Immigration and they did it, No questions asked. You can try other offices, there are plenty for FIPS

But, there are less number of people who would have the patience to wait for express entry, when they have a chance to get PNP.

One of the reasons score wasn't going down was no PNP draws for Applicants with masters (within Canada), So all they needed is to score 6.5 in IELTS to jump above 451. As there was draw for PNP yesterday you would see fall in the number of applicants with 450+ scores.
