I would rather that you stick to what is mentioned on the CIC website. The gazette issued by the department of citizenship and immigration issued on 01 Dec 2014 should be your guide for calculating points for EE. Cheers

Yes you can at anytime, but all of your profile will get re-evaluated. So at the time you are making the change, if for example your age has changed then the points for age will also get updated.

After I year I think you should be able to claim points for Canadian experience...
