No need of job offer if you have AOR and letter of nomination . you will recieve open Work permit . But if you dont have AOR than you need to get offer letter and your employer signed form and employer fee plus a letter attached from that AINP send but in this case you will close work permit...

If you have an AOR and file is under process you can extend BOWP as many time you want . i think you should be ok . you will receive by end of this year. Good Luck
