No. I think FP request is random and does not happen to every applicant.

Thanks for your explanation. The fact that Winnipeg, being the capital of Manitoba and it's proximity to US border, is the primary refugee claims processing center which is putting enormous pressure on already burdened workforce. Result, longer than usual time spent on background checks.
