It is very curious that they just told you they won't open your application in at least 15 months, but on the other hand people in this forum that applied on April 2014 got their nomination already. I don't thing God will do anything about this BTW.

I think the processing time starts counting since the day they received the application, not since you got the AOR.

Yeah don't you worry. Just send whatever you have at this moment and then CEC will ask you for whatever they need :)

CEC will ask you to send them. At the time I applied I didn't have the T4 nor the NOA so I couldn't do anything about it. A friend of mine on a similar situation got an email from CEC asking him to send the documents. So don't worry about it.

Basically you can't. The rule says you can apply if you are on a work permit that is due to expire within four months. If the WP has expired and you're on a visitor visa I believe you can't apply for a BOWP.
