When they send you PER, that means they open an immigration case for you. Local VO will review your case in detail and make a decision (approve or reject). When they send you NER, that means you are not eligible for processing, and no case is opened. No case - no decision. So, technically...

Quite unfortunate... DHL seems to be the slowest option. How ever, to me DHL promised they will deliver my package on July 8, while they managed to do it a day earlier. Who knows, maybe your friend's application will get delivered earlier too. Good luck!

Medicals are valid for one year. If you already had your medicals (for student visa, for example) during previous 12 months, you can use it again for FSW. I know Ukrainian couple who came to Canada this Spring to study, and right before that they had applied for FSW - they used their medicals...

I'd rather renew it. Even if your process is swift as a ray of light, you still will have to renew your passport in Canada, I think it's easier to do in your country than in Canada. Usually passport renewal takes weeks, if not months... Why delay your process? I'd do it now, if I were you.

I think the chance of money getting charged is lower, around 75%. And the chance of getting PER after charging is 98%, the chance of getting through after getting PER is 80-85% (depends on visa office really. Warsaw VO's approval rate for FSW has been as low as 55%, for example).

What opinion exactly do you want? I can say for Kyiv Visa Office - as for July 30, 2014, in the last 12 months they finalized total of 14 cases under FSW program (all submitted, starting from February 27, 2008, pre-list-38 - yes, there was 1 case this old still left), that's less than 30 people...

I'd say that Express Entry favors young people with good English or French. But yeah, that was exactly my point — it's different for different people. And it's just variety of trends, today the language is valued, tomorrow something else will take its place... Once, just for fun, I opened CIC...
