You just need to apply in person at a Passport office and ask for urgent or express processing. See https://www.canada.ca/en/immigration-refugees-citizenship/services/canadian-passports/urgent-emergency-passport.html.

My friend also asked for urgent processing and got her passport within 2 days.

CIC only visits Victoria approx twice per year, so you can safely assume that if her test is in September, her Oath will be in the Spring of 2020, unless she chooses to do it in Vancouver sooner. We did our test in May and chose to do the Oath in Vancouver in July (I'm impatient!!). However...
