For citizenship application: do the copies of the Record of Landing (IMM 1000) need to be certified or can they just be photocopied and sent out?

Hi, we need to submit to photo ID for the citizenship application: one could be a copy of drivers license, but how about the second one? could that be a copy of the passport? because we are already submitting a copy of passport any way? can that be considered as the second photos ID?
