There's no harm in trying as the saying goes. As long as you posses the minimum requirements and you think you are qualified for Quebec PNP, I think it's better you apply now before policies change. Just make sure you provide all the necessary documents required in your application.

In my opinion, you can apply online if you meet the qualification for the online application. Online applications receive expedited processing so why not shift your application. Just email MPNP Office that you are doing so. Good luck!

Just stick your photograph in a paper, write your name and birthday under it and submit it with your application. I think MPNP wants to see our beautiful faces 8). That's what we did and we have just received our LOA on March 9, 2012. Good luck on your application.

Did you apply online or by mail? For us, we applied by mail (general stream) and we pasted our ID picture in a clean paper and then submitted it with our application. Paper application requires submission of photograph, I just don't know if its online.
